On September 28, Armenian State Pedagogical University hosted Smbat Gogyan, Chairman of the Supreme Certifying Committee (SCC), who visited the University within the framework of meetings organized with teaching staffs of different universities.
During a meeting with ASPU representatives the guest presented the new approaches of the structure he heads towards awarding scientific degrees and thesis defense. He spoke about the changes which are aimed at reforming the sector.
Smbat Gogyan particularly focused on the field of pedagogy stressing the importance of an unbiased approach and excluding the possible falsifications.
He confirmed his determination to solve the existing problems in the sector and blamed supervisors, experts, opponents, and specialized councils, rather than degree-seeking applicants for submitting incomplete dissertations to the Supreme Certifying Committee. The dissertation can’t be subjected to changes after the pre-defense. The applicant can choose the six members of the specialized council. “The SCC oversees the work of specialized councils, rather than applicants,” Mr. Gogyan stressed.
He says the changes were introduced in favour of applicants to facilitate the defense of theses, at the same time making the applicant feel full responsibility for the paper. It was done to protect science rather than applicants.
The SCC chairman also presented the new order of forming specialized councils. He stressed that the aim is to raise the feeling of moral responsibility among scientists. Smbat Gogyan added that a number of specialized councils would be disbanded, including the one that operates at ASPU.
His speech was followed by a question and answer session. ASPU lecturers asked the guest a number of questions which mainly referred ro the criteria and prerequisites for the defense of Ph.D. thesis and Doctor of Science theses, possible changes in the order of awarding academic titles, the number of scientific articles to be published before the thesis defense, formation of specialized councils, etc.
Presenting the objectives and vision of the structure that he heads Smbat Gogyan said it is necessary to break in society the stereotype that people who have nothing to do with science should stay away from it.
