Administrative Unit
he ASPU Secretary is an independent structural unit which ensures the document-flow of the University.
The Secretary is directly subordinate to and supervised by the ASPU Rector.

In the course of its activities, the Secretary is guided by the RA legislation, the University’s regulation, decisions of the University’s management, and by the Rector’s orders. The Secretary is created, restructured or dissolved by the order of the ASPU Rector as foreseen in the University’s regulation.

The supervision of timely implementation of documents and assignments, effective organization of document-flow and execution of a unified order is realized by the Secretary.

All applications and complaints are received and registered by the Secretary in corresponding journals, all submitted envelops are opened except for the ones marked “Personal”; the latters are passed straight to the addressee.

The Department implements the process of keeping the serial number of orders and signatures thereof. The Head of Secretary submits the daily presented documents to the Rector, who makes the relevant inscriptions mentioning the content of the assignment and the person responsible for the process thereof.

Upon signing the replies to the letters from the University’s Rector or the Vice-Rector, they are submitted to the Secretary. Here, the serial outgoing code is marked on the signed reply and it is sent to the addressee (by post, e-mail or in person). Copies of replies and their justifications/if available/, originals of relevant orders as well as their justifications /if available/ are also kept at the Secretary.
