PhD in Pedagogy, Professor Gohar Hovyan has been the Dean of the Faculty of Special and Inclusive Education at ASPU since 2023.
For nearly three decades, she has been one of the experienced specialists in the field of special education and was the first in Armenia to receive the academic degree of Candidate of Pedagogical Sciences in this field in 1994.
She is the co-author of the state educational standards for bachelor's and master's degrees in Special Education Pedagogy and Psychology (Speech Therapy), as well as the co-author of a new master's educational program and standards. She also co-authored the new master's program and standards within the framework of Armenian-Finnish cooperation and training organized at ASPU (titled “Psychological-Pedagogical Support in the Inclusive Education System”).
She is the author of the educational program “Fundamentals of Special Pedagogy” within the framework of “Education for All”-2, the subject program “Assessment of a Student’s Educational Needs in the Process of Inclusive Education”, as well as the final stage of the programs “Towards Education for All”-2 and “Support for the Sustainable Development of Education for All Children with Special Educational Needs” implemented by the RA Ministry of Education, Science, Culture and Sport.
From 2021 to 2022, she participated in an international training program by Perkins School for the Blind, co-authoring a new curriculum on Cerebral Visual Impairment.
Since 2023, she has been part of a WHO working group on the selection of ICF tests and development of methodological guidelines for disability assessment based on the International Classification of Functioning.
She is a scientific supervisor of candidate dissertations.
She is the author of about 90 scientific articles and 5 scientific-methodological manuals.
